Whoever runs this site should try that “Outside” thing. This is just my opinion based on the fact that you obviously know what a girdle is (though not what they look like) but are completely oblivious to what jockstraps are or what they look like.
I only know what a jock strap looks like after seeing so many of them in Jackass.

Judging from the nearly fully exposed ass, and position of the elastic, I would have to guess that he is wearing a jock strap. Why he is posing in a jock strap is beyond me.

No, you’re correct. The jock strap goes over the underwear, which then goes under the skirt or dress.
You may be confusing a jock strap with a cup.
